Encode a transaction to make unguaranteed beacon chain deposits from the vault

Generates the encoded transaction to call unguaranteedDepositToBeaconChain on
the dashboard contract. This bypasses the PredepositGuarantee flow and deposits
directly to the beacon chain. The caller must have the
NODE_OPERATOR_UNGUARANTEED_DEPOSIT_ROLE on the dashboard.
Each deposit must include the pubkey, BLS signature, amount (in wei, multiple of 1 ETH),
and deposit data root.
Not allowed on pool (STV / STV_STETH) vaults — only on dedicated vaults.
